It might be worth looking into Tuinity, it's a fork of Paper with a bunch of extra performance features.

I didn't test anything but for someone more involved it appears to include:

• A port of Starlight, a complete lighting engine rewrite that's much faster than vanilla/paper/phosphor (fabric optimization mod)

• Rewrite of chunk loading for players, could potentially fix portal lag?
• Other patches relating to villager AI and general POI
