Could you link me to the care package proposal? I can't remember it.
I agree that it is a problem that people don't kill as much. But I disagree with disabling resource generation. If we do that, then it'll just become one of those hunger games servers, which while certainly popular, really aren't what we're trying to do. The whole idea about this is that it's not supposed to be about pure combat, but survival and effective resource gathering in a limited amount of time.
One obvious solution would be to add a world border, and I think I'm gonna add a 500 world border on today's reset.
Other solutions could be not making the deathban last the whole round (maybe 3 hours or 1 day or something instead,) or perhaps adding some sort of locator to make it more realistic to find other players (make compasses point to nearest player?)
I do think making the map less deep (water level at around y=20) is a good idea. Perhaps also increase the amount of ore in the map, so you don't have to spend as much time mining. But I'd rather try other less drastic changes first.
