Rule 34 of the internet "There is porn of it, no exceptions" and there's rule 34.2 "There are ponies of it, no exceptions." I'm assuming this is what they are referring to.

It's less a rule on follows, and more a law that physics follows. Sort of like saying "when one jumps in water, one will get wet"
