Correct, our current definition of living gives us the right to do whatever we wish to a gestating fetus with the carriers consent, that is in the non-religious europe. Even in the far-right US it's not a federal crime to conduct fetus research.
Their rapid rate of growth is excellent for a "living" blood bag that is easily discarded, and we can force the object into rapid growth by administrating steroids while sacrificing motor functions, which happens to extreme bodybuilders during pregnancy - the offspring often showing signs of downs syndrome.
We do not care for health of biological blood bags, so this is only to our benefit.

It is a way of controlling population growth, as well as giving an use for females not deemed able to care for or produce offspring with a good enough pool of genes.
