We should count how many of the people voting for removing the limit are actually inside it.

Consider in what way? They're the only ones affected by it.

Some players still outside the limit favor it due to the fact it keeps whatever they are building completely safe from new arrivals.

I could care less one way or the other, but playing the devil's advocate is fun. Helps bring new perspectives into here. What if you were an extinct species of marshmallow on the server? What would you want?

Well I don't really know what to say, extend the limit perhaps? I'll make a thread about that....
