protection 4 is best with boots having feather fall and the helm having it's extras. protection covers all types of damage so no point in the other enchantments

And why settle for Sharpness IV? Thanks to anvils, you can get Sharp V, Power V, and Efficiency V :D

You need two pieces with Prot 4 and one piece with Prot 1 to achieve max protection. Only meaningful enchantments after that are Aqua Affinity and Respiration. Yes - that means you can get maximum benefits from Protection with only 3 pieces of armor.
Feather falling and other protective enchantments are ignored on armor set with maxed out protection.

No, he's not talking about adding them up on an anvil or anything. The additional protection that the enchantment offers caps out once you're wearing two pieces or Protection IV and one of I, or one of IV and two III, it's explained on the wiki better than I can say.

True, but at some point it's rendered a waste of xp, when you could just keep two top notch items in good to great condition with anvils.
