Vangobot Xraying

Vangobot dug up a base underground and admitted that he used Xray to find it. He did not use it to find diamonds, but he admitted to using Xray in public chat without any ambiguity. He says he shouldn't be banned because he didn't know it was against the rules, but I don't think that is how it works.
