Pie-Ray is a vanilla feature that comes up by pressing Shift + F3 on your keyboard. It tells you if certain blocks are in your render distance, but keep in mind it does NOT tell you the block's exact location and you would still need to search a 4x4 chunks area to find it. It shows very few blocks and if you don't want your base to come up on the radar, just put those blocks in a chest and your base will never be found.

Can we allow pie-ray? It's impossible to find underground bases otherwise and it is a vanilla game feature that anyone could have access to.

Pie-Ray will probably never be allowed. I wouldn't consider it a vanilla feature, it's more of an exploit/oversight. Even if the developers did fully intend for it to be in the game I still wouldn't want it enabled since it is basically just xray.

The main reason it isn't enabled is that it would be indistinguishable from simply x-raying an area.
