Because the server would be split between two maps.

The point is, it will fragment the server, not strengthen it.

If this passes, there will be a small amount of people on the normal map, and a small amount of people on the PvP map, instead of a moderate/high amount of people on one map. If it passes, and people don't like it as much as the mods promised they would, there would have to be a vote to change it ba...
