It wasn't removed because of base griefs, it was removed because TNT duping is a glitch and duping isn't allowed. It was, however, part of a reason I didn't want it back, that griefing would essentially cost no resources at all.

I don't really care either way on this quartz thing, in my opinion a better 'solution' would be making villagers never lock their trades. It's a stupid mechanic that only exists to time gate buying things you can already afford and it leads to people having hundreds of the same villager in one spot...
