Well, you can update servers instantly. The official server software is updated same time as the clients. The reason we can't update immediately is because we use bukkit. Bukkit is a server side API for minecraft, this lets us easily add all our plugins. Without bukkit we're running entirely vanilla (no /pvp, no logging of anything (meaning admins are blind), no anticheat, no way of finding xrayers, no non-vanilla commands like /r.) The thing is, bukkit isn't official, it's run by volunteers who aren't properly part of Mojang (although mojang has hired several of them, and is in dialogue with them.) Therefore, whenever minecraft gets updated, we have to wait for the bukkit volunteers to update bukkit to the latest version, which sometimes takes a bit. I see they've already got a 1.4.6 compatible build out, so I'll test it now, and then update the server assuming it hasn't broken anything too bad.
Vanilla servers, or servers using their own API can update almost instantly.
Also, servers don't update automatically, somebody needs to update them (same actually applies to clients) -- for this server that's either me or mitte90, and we're not sitting there monitoring things 24/7, so sometimes it takes a bit.
and bukkit can only get worse as mojang buys out their best programmers. Mojang's claim as to why they release the prereleases (called screen shots for what ever odd reason) is so programmers can get their shit ready for release when the update comes out, so no excuses for bukkit's tardyness I just wish they'd stop adding new stuff and just work on perfecting what's there.
