I kind of enjoyed nether travel (at least before they broke shift-build, which made it much more dangerous). There were plenty of times I ran across other people's quick travel passages and wondered, where does this go? Found more than one base that way (all abandoned, but still).
With a portal, one would now need to find a point instead of a line, so it would be a lot harder to simply stumble on someone else's path. I'm not sure I like that.
I do like Portals better than the current pvp world / bases at 1000000m. There's always that slim chance someone follows you back to your portal.

the only reason people hate it is because there's no defense against someone knowing where you are and being able to do 150% damage to your base's infrastructre no matter if you're on or not, which is frankly dumb as fuck

portal cost needs to scale with the distance it covers

I like the idea of shrinking the world a bit, the pvp world is fine and all, but the ideal scenario is where people from 100k+ away can still interact. The portals idea is cool, not sure if ideal, but it's a step in the right direction.

In this way people are still able to build large aboveground buildings far from spawn, and still able to interact with other people with traveling for hours, but doing so poses a risk.
With regards to xray, it would be possible to add antixray to portal blocks (depending on how the portals are implemented) to make it impossible to xray for portals as long as the portal is hidden underground in stone.
Is it in any way possible to somehow link two portals with two alts, with one on each end? For example one alt at spawn puts 1 portal down, then transfers the portal blocks to /world, where they can be retrieved from the other alt to form the portal on the receiving end

No, that would kind of ruin the purpose of forcing people to travel the distance somehow. I do think it should be possible to create portals by traveling through other portals though.
