1.16 finally fixes it so you can mend while wearing mending armor

how does it work

currently it randomly picks a mending item you're wearing or holding and if it has full durability the xp goes into your xp level instead. they're changing it so it's the way it should be which is it first goes into items you're wearing or holding to repair them and then when everything is full it can go into your xp level.
