Well preventing passage, as with the boundary atm would make traveling back impossible. I say a person pays the toll once and is granted free passage for x amount of time. Or just remove the limit...

This boundary is causing way more trouble than it's worth. There's no solid proof that it is actually affecting anything positively, and there are several negative aspects plainly visible by it.
