My hopes aren't all that high, I think the impact will be pretty minor, but I don't see why we shouldn't try it. What is the downside? How would implementing this hurt the server?

Have you ever heard of something called a "rhetorical question"?
It's not that I don't understand you, my point is that since there's no real downside and it'll almost certainly help, there's no good reason not to do it.

You seem to be saying if any idea doesn't have a 100% chance of fixing the server, it isn't worth trying, and I don't agree with that.

I've only been here a couple of days but I like what I'm seeing. Votes will drive up the visibility of the server on whatever ranking site the server is registered with. When people search for anarchy servers, there's no reason why Simplicitypvp.net shouldn't be in the top 10. The server's age is a definite selling point as players new to the server such as myself stumble upon the ruins of old bases. Likewise the impressive cityscape world is a nice place to meet and an interesting alternative to simply /warp spawn, allowing one to bypass the notion of /sethome.
Apart from I guess registering the server with other vote sites, one way to entice people to vote is to run a rewards program for those that vote. Some servers just offer a diamond or two a day per vote site, but others are more creative and offer a range of rewards (some more desirable than others). For the creative range, each reward has a 'funny' name, for instance, a reward titled "Windows 98" would give the player 98 glass panes. "The Wetter the Better" would give a bucket of source water, "some like it hot" a bucket of lava. Of course there would also be diamonds, gold, emeralds, exp bottles, spawn eggs, and other treasures. By balancing the good rewards with the silly ones it entices the player to vote every day more so than just a couple of diamonds because it's something of a random reward interval (which are psychologically proven to be more addictive).
