Where can we report hackers?

I think a hacker is somewhere near me, (xray) and I have some reasoning as to why he/she is an xrayer, where can I post my thoughts about the 'hacker'? I have thought of using the /modreq in game but I'm afraid my message might be too long..

You can just do a /modreq and say something like "Yukar9 I'd like to talk to you about this xrayer" and then just explain it to me when I get online. Or you could always do multiple modreqs
