Interesting idea Straw, but if there's a hole in the nether roof, spawnrats, griefers and troublemakers will have a free ticket to the best way to find bases. I'd vote no.
It's not hard to find portals up there, I think it should be a challenge to get on the top of the nether so there's less traffic and noobs won't have it easy to nether travel.

Naw, nether roof travel should be a well earned privilege in my opinion. These's already a challenge, building that machine mini showed us.
