No, but most would think it was a rule. If it isn't and this post was for nothing, oh well.

Advertising isn't really forbidden, although it is heavily frowned upon. If they were spamming, we'd ban, but from the screenshot it doesn't appear they were really spamming.

First off, this is a Thread. You want people to stay out of your thread, it is literally impossible unless you are a forum admin to be inside your post.
Second, this Report and Appeal section of the forum is open to anyone with a registered account to provide their thoughts on the matter, so quit trying to be internet tough guy by telling people to get out.
