The server has two main issues.
#1. It is difficult to get "established" on the server.
#2. Server lag.
In my opinion, the best way to fix issue #1 would be to have a safe trading area, not unlike the old /world spawn. With the new leveling system in 1.8, the "cost" of going from level 27 back to zero is too high for me to risk going into /world to give charity to noobs.
How could it be so bad?

I'm not sure changing /world affects the new player rate much. We've changed it many times, and it never seems to make a difference. I made a thread about it a year ago, and partly as a result of that, we got the bigger /world with a spawning area. I thought it would help but it didn't do much, so I think it's preferable to just leave it how it is, since it's more exciting this way. And adding a new world imo would be too complex and unvanilla.

About lag, we could potentially fix that, but the issue is that not enough people are willing to actually pay, or pay much. We discussed it about half a year ago and I counted up all the money from people serious about donating, and we only made it to a bit under $20, half of what we'd need to upgrade the server back to the type that doesn't lag so much. It's not actually completely out of reach, but I don't think it's likely unless someone feels like donating a whole bunch every month.

Basically I've become pretty pessimistic after years of trying to convince everyone of stuff like this on the forums. Either we can't agree, or the change just doesn't help much. That's why I think it's best to focus on individual things we can each do to improve the server, on our own.

The issue isn't so much with /world, but starting out in a hyper-griefed spawn with no gear. There are other ways to fix the problem: randomized overworld spawn, starter kits, no mob spawning around spawn, et cetera. However, some of those are un-vanilla, or might be hard to implement.
If the server is "too hard," few people will join. Likewise, is the lag makes it unplayable, even fewer people will join. All the advertising in the world will only cause people to try the server. If it is unplayablely hard or laggy, no one will come back.

Still, we used to have an easy trading zone like you described until very recently, and it coincided with one of the lowest populations we ever had. I don't think it necessarily caused it, but the data doesn't seem to show that it helped. Most noobs seem to decide if they'll stay here or not before they learn about the multiworld stuff.
I've also come to the conclusion that a destroyed or non destroyed spawn doesn't affect things much. The supposed "quality" of the typical mc server has gone up over time. The kids don't want to go to a server without a giant, fancy lobby area built on world edit, surrounded by hundreds of blocks of pristine terrain. And they usually expect a kit with it, which I don't think players here would ever support. I don't think we'll ever really match that, so it's better to just be honest and try to find players who like our server for what it is.
About the lag, yeah, that's a pretty significant problem. But we can only fix it by upgrading the server, which we need money for. IRL I'm a university student in the U.S., meaning that going into significant debt is pretty much inevitable, so I can't really justify donating much money. I think many people are in a similar position or just don't want to donate. If you want to, you could see how much money you can afford to donate and talk other people into it. Otherwise there's not much to do.
