For gray areas, such as a player flying while griefing a base but using legally obtained materials, or a ban evader griefing a base, admin discretion will be used to determine whether or not the base qualifies for restoration. As more incidents occur, the policy will no doubt grow in scope in the interest of protecting the hard work and time of legitimate players on the server.

Moving this down here since it's a debate whether this should be included at all. Yukarion's view was a strict interpretation would say a base being taken out by ban evaders would not be restored, but also seemed open to changing his mind about it if a compelling argument or means tested method of enforcing it was developed. Perhaps time based? Or maybe it depends on what the ban evaders were banned for? This is probably the grayest area where you could argue that a base was illegally destroyed if the person who did so shouldn't have been able to do it.

If ban evasion is only included as an illegal method if the person doing so was proven to have been involved in similar illegal activities to x-raying and duping, perhaps then it would work?
